Caveats
Verified live: Nepal values exist for 2007, 2008, 2016, 2017, 2019 (most recent 62.8% in 2019) with gaps in between and no data reported since -- the honest empty-state / fallback ladder (spec §7.7) applies for "current" female secondary enrolment. No UIS source is mapped here for the same reason as school_enrolment_secondary: UIS reports female adjusted net enrolment per sub-level (NERT.2.F.CP, NERT.3.F.CP) but no combined-secondary female code.
